Volmar Construction Company hired Mr. Gogulski as an extension of staff to resolve delays and improve field operations of the Alexander Hamilton United States Customs House, a historical restoration project for the General Services Administration in New York, New York. Mr. Gogulski was successful in turning this project around, improving schedule, resolving owner-induced delays and improving quality control. As a result, Mr. Gogulski was requested to prepare a proposal for the National Indian Museum project and present it to the Smithsonian in Washington DC
American Asphalt and Grading Company, a large earth-moving contractor, hired Mr. Gogulski to prepare a claim against DR Horton, owner of several large-scale residential developments in Las Vegas. As result of the success of his work on that project, Mr. Gogulski was requested to prepare three additional claims on projects which had fallen behind schedule and were seriously over budget. One was for a US Army Corps of Engineers detention basin and channel, and another on a 30 million dollar environmental dust mitigation and control project at Owens Lake for the Los Angeles Department of Water and Power. Both required skills in negotiating and professional engineering for complex construction and design issues.
